Etiquette for rectifying missing 'Thank You' cards

Okay, so it turns out a whole bunch of wedding guests didn't get the thank you cards we sent out almost a month ago. How do we rectify this without making them think we just didn't care to send the cards earlier? We don't even know who got theirs and who didn't.

Never been in this situation but I would re-send to everyone?

I'm not sure as to the correct etiquette, but I personally would consider resending cards to everyone with an additional note mentioning that some did not arrive and you want to make sure that your thanks are received.

^Yeah. But half of the people who receive the second note will think you were just too lazy or too self-centered to send out the first cards...

How do you know that a bunch of your guest didn't receive their thank you cards? Are some of your guests complaining? Was it a postal screw-up?

Some people have mentioned it to my parents. Must have been a postal screw-up.

re-send to all guests, with a note indicating that first batch didn't go well. You might send this batch USPS return receipt requested, though

IMHO, better that everyone get a card and consider the matter settled than leave a festering resentment because you were afraid to look lazy.

+1.

Sorry to hear about this. But the above is the best advice. No one will be upset at being thanked twice, but they will be upset for not being acknowledged. You might also break up how many cards you put in the mail at one time. I once had the USPS treat some TY cards as a bulk mail piece and they took months to arrive. If any of your first notes do eventually arrive, your guests will know that your note was true.
