Have no experience with JL, but find EG uk9,5E (888 & 606) to be C&J 9,5 (handgrade) and tom parks said a Alden shell norwegian would be good in us10D ... So I would guess a US 10D but as stated no experience with JL (Yet)

It's the 8000 last, so many folks, myself included, go down a full size. I normally take a 9 U.S., an 8.5 UK in EG 888, and an 8 in the 8000. Of course, YMMV.

I go down a full size on all three JL lasts I've tried, 8000, 7000, and 8695 (i.e. I wear a US size 12D and a UK 11E in JL lasts). The 8695 is nearly a perfect fit for me and the 8000 is just a touch more roomy.
