The question of how one gets pen marks on shoes, aside, I don't think they could be removed. I wouldn't mind wearing them, though.
It looks like ballpoint pen, which is not too difficult to chemically remove. Additionally, I would doubt that the ink penetrated the leather very much, unless it was a gel pen or some other 'wet' ink. Start with acetone and work your way up to toluene and hope that you can restore the color of the shoe if you ruin it in the process. There are also specialty products out there designed to remove pen ink, but they are just a mix of different solvents that would probably take the finish right off of your shoes. I think the ink will come out, the question is can you restore the color of the shoe?
