I think that it's probably some sort of throat latch arrangement that folds under the collar when not in use, as on Burberry trench coats.

You are the TOJ king foxy.... Though personally even if they were still accepting orders now I'd be hesitant to buy with the poor service levels that seem to be the norm there now.
