The design of the shoes is slightly different - you can check it out if you google images of both.  I would say that although the Dovers might be a slightly tighter fit, there's a little more "give" in the shoe.  I think they conform to the foot a bit more readily.  From what I understand the CXL version will probably stretch a little while the shell Dover won't as much.  Plus I've only ever seen the Dover on single flex soles while PTB's come in a range of options.

Yes sir, just picked them up last night and very happy with the result.  Different than my other cigar pairs but the perfect color for my intended use.

I'm interested in these, but have I missed the boat? they don't have all sizes. also, they don't ship outside US. do you know anywhere else to get these, or something similar?

I think that depends on how the 9D Barrie fits you...

Don't. CXL will stretch a bit, and ill fitting CXL usually ends up with really unsightly shaping/wrinkles.
