I'm usually doing a bunch of shoes at the same time, so I wax them all and then when I'm done I buff them all. I'd say 15 minutes should be more than enough if you're counting the time. Also, make sure not to use too much wax.

Even with a single pair of shoes/boots, usually I wax one, then wax the other, and by the time I do that the first one is ready to be buffed off. When shining boots, etc, I do this 3-5 times for each boot. For my shells, I'm not sure I'm going to do much waxing at all, but I may use the treatment if I see rain in the forecast, and just use the brush regularly instead.

I just purchased my first pair of cordovan shoes from Shoe Mart. The shoe guy, Chester who had been selling shoes for 30+ years, said one of the secrets to a great shine on cordovan was to let the polish dry before buffing. He didn't say how long but I suspect you would have to wait 30 minutes or so.

Could anybody identify the model of these Aldens? They have 3290 marked inside them, but that doesn't come up with anything. They're an older pair; could it be a n out of production model?

The guys at Union Station in DC use a hair dryer. I would just wait ten minutes, or so. The wax should be dry and sort of chalky to the touch.

I don't get this because shoe polish has no water content unless you are adding some water to the application. So, there would not be anything to dry.

Water isn't the only liquid. Polishes are full of solvents etc. that can evaporate.
