I'm certainly no authority, but bloom is part of shell cordovan - my understanding is it is the emergence of the wax/oils that are stuffed into the leather during the tanning process and is totally natural - not considered an issue or defect in any way. Simply brushing the shoes thoroughly with a nice horsehair or similar brush is the recommendation I've seen. I'd assume you'll get to equilibrium with the bloom over time and not worry about it other than planning to give yourself enough time to address the bloom before wearing the shoes.
Not sure what to tell you on the noise. If the shoes are new, I'd contact the store you purchased them in. I'd guess it is something that also might work itself out, but I wouldn't let it go uninvestigated. You'll probably get better help here than mine. I have had creaking with other brand shell shoes.
I was told that baby powder could be used to eliminate the noises.
I have not tried it, as it worked itself out after a few wearings.
