It doesn't matter how big your shoulders are when you have a flat chest. I know guys who can shoulder press more than they can bench. They have shoulders that I would describe as boulder like. They also have arm that are thicker than they're chest. So, in answering the OP's question, eat enough to you have enough energy to put on weight. And work your chest hard to ensure that you are stimulating your chest so that it will grow. This being said, your triceps and shoulders will grow with this compound move too. Measuring your chest circumference is crap. If you have huge shoulders and a wide back and a caved in chest, you will be big. Work your chest in conjunction with a complete workout programme and you will achieve over all size increase in your chest. What you want, right?
I will recommend prepping with dips and chin-ups. Also, alternate between DB and Olympic BB presses. Plus the usual incline, flat and decline.
Note, this is useless if you ain't eating enough.
