I'm 5'11" - its kind of a catch 22 situation I guess. Overall, I'd prefer to remain skinny than grow a belly.

Clean up your eating habits. That + cardio + lifting will get you the body you want. There's no such thing as "spot cardio"; either full body or nothing.

I doubt he gets 15 lbs of lean muscle in 12 months.

It is quite common for people to get a belly if "bulking" up. A good number of professional body builders have a gut when not getting ready for a competition.

You cannot control where you lose fat from. I've heard stronger abs can hold a gut in but I am not sure how much and I would not think it would work at all for subcutaneous fat.
