So if you're thinking of wearing a gingham shirt, put one on, look in the mirror, and decide whether you like how you look. If you do like how you look in the gingham shirt, then you can wear gingham shirts (as situationally appropriate, of course). If you don't like how you look - because it makes you look short, or fat, or stupid, or whatever, then don't wear the gingham shirt.
(Plus, just for the record, there's a difference between avoiding horizontal stripes, and avoiding gingham.)
Personally, what I find makes a short man look short is standing near taller men. I don't care what shirt the guy's wearing, if he's 5'5", and he's standing in a group of 6-footers, he's going to look short. He'll look short in gingham, in horizontal stripes, in vertical stripes, in whatever. He'll look short with or without cuffs at the end of his pants, which I mention as another piece of questionable advice some short men accept as valid is that short men should eschew cuffed pants.
