For people around my height, is 27" enough to keep your feet dry when walking outside during the rain?

I wasn't pointing you to that umbrella for the unbreakable aspect, rather for the taller size. Also, many larger umbrellas catch the wind and break or invert. This one doesn't. Just trying to help.

As others have pointed out, this is unlikely since rain doesn't fall directly downward. The only thing to keep your feet totally dry would be a personal dome....

Trying to see if the shoulders on these two shirts fit well enough? Or look too small to keep? My other option would be to size up and pay a ton for a NYC tailor to take in the sleaves, shorten it etc which I'm not dying to do. The rest of the shirt fits great as is, just the shoulders seem like they may be too small? If you need pics from a different angle or in a different way let me know.

Warning: Spoiler! (Click to show)

Looks OK to me, but you are getting some wrinkling in the shoulders, not sure if that is because the shirt is not ironed or if it is a fit issue. The seams for the shirt don't fall too short, if any.

Should have said shoulder seams. I aim to get those seams to end where my shoulder bone ends.

Well same here, so you are saying they look like they are falling where they should?

I don't think so. Usually they are shot once they start bubbling.
