Is there any way to do this in public gracefully?

Well you could always combine it with a trip when you need to use the men's room.

Yes, loudly proclaim you need to tuck your shirt in, and then ask someone for some help. Oh, wait, you said gracefully. Nevermind, use the restroom.

Your best be is to drop your pants to your ankles to insure you get a really good tuck.

I have become less bashful about making adjustments in public when I exit airport security.

one of the tricks you can do is to pretend you are yawning, stretch out your arms and then slyly, slowly tuck in your shirt.
or
you can point and yell, "hey wtf is that??" and while everyone is looking away you can quickly tuck in your shirt.

I usually just tuck it back in. It may not be graceful, but up until about five years ago, neither was the untucked shirt.

I like to unzip my fly... stick my hand way up in there and grab the bottom of my shirt and pull it down from the inside.
