That said, I've traded baccy and other wares with folks online before; package it right, lie at the counter about what's inside, and noone will care what you're shipping.

This is a simple question of enforcement. The government is not even bothering to look for two people exchanging say a single bottle of whiskey or a couple of cigars. The cost of locating such violations would be outrageous. Package it correctly and I think the cost of getting fined or something are nil.
