why is it that the waist measurement on the 36 tweeds is 33", have they been altered or are they new?

Everything is new with tags (unaltered).

I just re-measured the 36 tweeds and got 17" with 3" to let out. I measure inside the waistband, not on the outside (I don't know if that makes the difference). And these are a really slim-fitting style.
