In the 18th and early 19th century, men sometimes wore calf padding so as to appear shapely in their hose and breeches.

That's absolutely true - in fact, most of the portraiture of the period captures the "best" leg placed forward in the pose.

That is where the expression "best foot forward" comes from.

I have lost about 15 pounds over the past 3 months but I have yet to see a decrease in the size of my calves.
Right now, my calves are about 15" going around at the widest point. I've heard that most of size is genetics so not much can be done.
Are there any exercises(stretches?) I can do?

Quit wearing magnifying glasses when you check your calves.
