I think it's a personal choice like to cuff or not to cuff and does not really give a lot of insight into your personality. One thing to keep in mind, in certain jurisdiction you are a lot more likely to attract the attention of local law enforcement. Where I live, tinted windows is reason enough to pull you over and try to find out what else is wrong with your car (is your license plate mounted properly, your brake lights working, do you have your license, insurance, registration in order, etc..)
