If you have a price in mind, you should tell him that you have X to spend, like the piece, but are ultimately constrained by a fixed budget. I'd avoid showing too much enthusiasm over the piece as it will just give him leverage. That's what I would do anyway. It's not like if he doesn't accept your number he'll rescind the offer of 10%. And if he offered the 10% right away, he probably already sensed that you were hesitant because of the price and wanted to let you know they're willing to negotiate. So, you should negotiate. ;p
