He's thinking: I wish my tie looked different so I could go outside.
Hahaha. I was always told that the only three things that should match absolutely identically are your socks, cuff links, and the fabric of your suit, pants, and vest (if present).
Heavens, I was just yesterday pairing a boldly striped red and blue tie with a blue and white Bengal-striped shirt. I thought I looked pretty good, anyway, and the female security guard at the local market complimented me on my attire, not that I rate the approval of female security guards as being worth much, "hateful snob" that I am. I conjoin striped ties with striped shirts with great frequency.
I appreciate the response. It is a poor picture with an iPhone.
In general, I, and most people here, are not a fan of shirts that do not have a 'base' color of white or light blue. If the shirt is a solid color, it's not dark.
Dark shirts, IMO, just don't work.
The tie is also a little too "jr's first tie"
If you have some extra cash lying around, check out the Buying & Selling forum. I saw some pretty good ties for ~$15.
You could probably get a really nice shirt & tie for under $100
