Without dip is still just under 15.5. Yeah I know what you mean about express jeans but these fit pretty true. [edit] Also I should add that theres fraying on both leg openings. The left one is not very noticeable but the right one is pretty noticeable. I always thought it added character to the jeans but just letting you know in case it bothers you.
