That posture is usually caused by overly tight pecs and front delts resulting from, among other things, not balancing pushing and pulling. Too much benching and not enough rowing.

I love those guys, they tend to be the same ones that spend 20 minutes doing curls in a squat rack and try to fuck the ceiling when they bench.
