They audited a bunch of people for use taxes a few years back after they introduced it and realized that everybody was just paying zero.
Basically tons of people got extortion letters that say "based on your income, we think you probably bought this much stuff without paying IL sales tax on it, so if you pay us $X, we won't audit you"
On the form they now even provide a handy calculator to tell you how much you should pay based on income. Honestly though, it is hard to tell. Amazon purchases don't get taxed, but almost every retailer has an IL location so they still charge tax for online purchases. Do you have to pay taxes on ebay purchases? Even if the goods are unused and thus "new", most of the time it is a secondhand purchase.
