One could argue both points, so it's probably safe to say that it's simply a matter of personal preference.

I tend to wear mine straight/horizontal and a little near, if not above the ribcage so that it shows little with a suit jacket closed (2-button that is)

No. If you are going to wear one, make sure that it clips to both shirt and tie. The whole point of a tie clip is, well, to clip your tie down. Those that fail to clip the shirt look like idiots.

In the interest of full disclosure, I wear one sometimes. I always angle mine down.

I like to look sharp and put together, so I always wear mine perfectly horizontal.
