Yes, it does remove the starch; however, the fabric is more rigid after an air dry than it is pre-soak. IMO, another benefit of soaking, for example, is to set the stacks and honeycombs while the denim is still wet or at least damp. Because the denim is more rigid, your stacks won't move or need any fixing once dry; they'll be very stable unlike they are pre-soak. If you disagree, try it.
