The scratchiness and whether it is an issue sort of depends on the person IMO. I have no real issue with it personally, but it definitely couldn't hurt for him to try a pair of Fresco trousers before ordering anything in bulk.

I'd also add Kerry Knoll for linen / wool blends as it is a very cost effective option. I have a suit made up in it and absolutely love the fabric. Will probably get some dove grey trousers in the same linen / wool (45/55 I believe) for next summer.

+1  I get mine half lined and sure, a little conscious of it for the first few wearings but  then it's fine.  All cloth gets softer with wear.

 

Fresco fact:  Had a motorcycle accident in a Fresco suit (10 oz) recently.  Busted up my knee.  Apart from a little blood that washed out the pants were undamaged.

Iso, it looks too tight at the hips. Also, if you want solid feedback, you should have the person taking the pictures take a couple of steps back to reduce the lens distortion.
