Bags Under Eyes

Hey all. My eyes have seemed to develop permanent bags under them, and I don't think it's because I don't get enough sleep, because I get at least 8 hours and they are still always there. They skin is purple-coloured right beside the nose (under the inner part of the eye only). I was wondering if anyone else had the same problem, and if there was an effective cream or topical I could use (or even vitamins, if maybe I'm not getting enough of something) Thanks!
