You want a slightly snug fit from the start in the top block, something that's
almost right if given .25"-.5" here and there. Sometimes even when you have a feel for this, it could still be a gamble as to how the jeans will settle after a few weeks. If you've sized down correctly and haven't had this problem with other jeans in the past, it might be a problem with the cut. Personal experience says that if the jeans just don't feel right from the get-go then it tends to be a sign of things to come. It may sound overly cautious and YMMV but I'm sure I'm not the only one on here who has a pair collecting dust in the closet because that little nitpick that I figured would have gone away didn't.
You've got very specific measurements in mind and luckily there are affiliates and other sites with measurements online. Most, except Blue in Green, don't give back measurements but I'm sure can google them or email the retailer for them directly. My gut says that the kind of fit you're looking for shouldn't be hard to find among repro brands like Sugar Cane, Studio D'Artisan, etc. Specifically, maybe something like a Sugar Cane Hawaii or SDA 101. LVC would probably be another option but you would have to hunt down which specific model (year) works best for you.
