Is it because of alcohol license regulatory procedures that result in poor qualities of spirits in American pubs that brings the consumers there to carry such a container filled with their own selection?

Yes, it is. Very sad, but true. Worse is the need to bring our own food to restaurants in plastic pocket liners for our overcoats.
