Could be, just from the cut, and knowing what Thom Yorke likes to wear, Rick Owens, or maybe something like Nude, Label under construction, or Masnada. I would check here to see if you can find (a bazillion) similar things:

It has some pretty distinctive details. If I figure out what it is, I'll tell you. For some reason, I want to say MA+ or Boris Bidjan Saberi, but I couldn't guarantee that that is what it is for certain.

Yeah it should be quite recognisable from the details. Here's another decent shot I came across, shows more of the bottom half.. it has a slightly curved hem.
