I'm looking to have one of those (still deciding which) made to measure, and I'd appreciate advice on places to go. Looking to spend ≤ $1000.

I've heard good things about Spoon tailors: http://www.styleforum.net/t/225112/spoon-tailor-hong-kong-bespoke-operation-in-san-francisco

peacoat should be fine.

i would be wary of a trench coat.
very different fabrics and machinery is needed.

Why not look for an older navy(government issue) peacoat. much cheaper than 1K. honestly heavy coats do not need to be custom tailored like a suit as long as the basic fit is correct.
