First of all: This is a sportcoat, and not a suit jacket. It is certainly old, but it would be very odd to see a suit jacket with only one sleevebutton and patch on the elbows...
I am a suit specialist in Hugo Boss, and I have never seen such things in our brand for suits - so it is most definitely a sportcoat. This texture would never be in "off the rack" suits atleast. Anyway, I think that grey flannels, navy or even tan would work!
It is tough to say whether it's a winter jacket or not. Usually you would first look at the material composition, if it indicates any cotton or linen, it is from spring/summer collections. The same collection can also have 100% wool jackets, but then it would depend on the weight and which wool has been used etc... What I would consider most important is how it feels in the summer. Can you wear it comfortably?
In regards to your "is it in style question?" Well, elbow patches had its time a few years ago, and every goddamn single blazer had it in the stores, but then it stopped for 10 years or so. However, we personally just got two blazers in my store a week ago, with elbow patches from Hugo Boss, very same style as yours. So elbow patches might be doing a comeback..
