I haven't heard of anyone in Sydney who will fit flush toe-taps, and I'm pretty sure that other Sydney members here have asked around on several occasions.
Most cobblers are reluctant to install flush toe-taps on shoes as it involves skiving a bit of the leather off the bottom of the sole and then screwing the toe-taps in and so, as a result, I haven't heard of any cobblers who are willing to do it.
It's worth noting that, while flush toe-taps look really nice, they don't really perform any better than the usual, crescent-shaped toe taps, as long as the toe-taps are positioned properly. You can get the crescent-shaped toe-taps in either metal or plastic/nylon and they're cheap and durable. I think that the primary (and perhaps only) advantage of the flush toe-taps is that they look nice!
