I'm a 37S but off the rack has only 36S and 38S. Is it easier to tailor 38S down to a 37S? or tailor up 36S to a 37S? and why if you can explain specifics?

It's easier to remove material than to add for the most part.

Try both the 36S and 38S and see which fits better. Also, fit and cut will vary so with some makers you'll fit better with one versus another. It is easier to take in a suit but you need to make sure the shoulders and proportion works.

If all else you can always do MTM.

Interesting.. well my biggest worry is shoulder fit. My chest fits well in a 36S. The problem is, the shoulders for 36S is a tiny bit too tight on me (18 inch width shoulders). The rest is great! For 38S the shoulders are a TINY BIT too big on me. Also, a little bit too big in the rest as well. I've tried many jackets and this is usually what it comes down to. Definitely when purchasing a certain size I'm bringing it to a tailor no matter what. But I just want to know the easier route with less complicated alterations and the better fit for me. I have an athletic build. Short, skinny, muscular.

 

Please if you guys can give me your thoughts on my problem that'd be great!

Try on both if you can. If you can't, go with the 38S. IMO bad shoulder fit is the least fixable and most problematic.

Fit the shoulder first. Also, usually easier to size down than to size up.
