Looking for a quality cobbler anywhere in the U.S. (where I can ship shoes from the west coast)

Given the little success the other thread ("Looking for a quality cobbler around the San Francisco bay area") I opened on this topic has had, I thought I'd widen the territory in hopes I'll get some good recommendations.

I did search the forum for other threads looking for cobblers around San Francisco, and, I found several.  I did contact a few of the cobblers recommended on these threads, but, they have not convinced me at all they could do the type of work I am looking for.

I am looking for a cobbler who could install some thin rubber soles (e.g. Topy Elysee or Topy Top Gum or else 1 mm to 2 mm  thick) and some toe taps on my leather soles shoes.

The shoes I need to get done are rather precious and expensive goodyear welted shoes (e.g., Edward Green), and, I'd like to find a cobbler who could do the sort of work described right below without damaging the shoes:

1)   The added rubber sole should not just be glued right on top of the shoes’ leather soles.   Rather, the top layer of the leather soles should be skimmed off (the same thickness as that the rubber soles and without completely cutting the stitches) so that, once added, the rubber soles lay flat on the leather soles as if they were part of the leather soles themselves.

2)      2)  The toe taps rather than just be hammered on top of the shoe soles should be flush with the shoe soles and screwed on (with brass screws preferably to avoid corrosion after wearing the shoes on rainy days).

I have attached some pictures to illustrate exactly what I am looking for.

Would anybody know some cobbler who could do this type of work anywhere in the U.S.  I'd ship the shoes over there...

I'd welcome your recommendations!

B. Nelson has a SF thread where you can see good examples of the work.

Thanks again for the tip, Brax.  I sent B. Nelson an email with pictures (the same as on this thread) asking them if they would do that type of work.  But, I'll definitely check their SF thread out.
