Coming from another Asian, don't be a pussy and give up. Just because you Asian doesn't mean you can't gain muscle. Lift heavier weights and eat properly; less rice more meats or substitute protein powder.
Back on track, skinny Japanese men wearing women's clothing to work = the gayest thing I've ever heard of but apparently (I just discussed this article with my friends since I could hardly believe it) it is not abnormal for these skinny Japanese guys to dress up in women's clothing. I asked if it was more than 1%, which would be 2 people in a room of 50 and he said it was probably slightly more than that, probably 3-4 per 50 people.
