They're an anachonism today and were intended to hold your socks up before the days of elastic. But even my 100% wool or cotton socks have eleastic on top so suspenders are not necessary. And btw, they're called suspenders not garters. Garters are on the thigh like females wear to hold up silk stockings. (in the US they call braces suspenders for some reason)
And if you do see these in films it's either a very old film or they are poking fun at the character as being old fashioned and stodgy.
