They're an anachonism today and were intended to hold your socks up before the days of elastic. But even my 100%  wool or cotton socks have eleastic on top so suspenders are not necessary. And btw, they're called suspenders not garters. Garters are on the thigh like females wear to hold up silk stockings. (in the US they call braces suspenders for some reason)

 

And if you do see these in films it's either a very old film or they are poking fun at the character as being old fashioned and stodgy.

I have to say, suspenders are great.

 

Today, when suite trousers are quite slim fitted down by the leg, the OTC's make your trousers legs to stay high when you stand up. This is just pain - trying to pull you legs down - no way.

But - suspenders solve the problem. I have quite huge calves and normals socks do always roll down. After I found suspenders I can use normal socks, and even the more modern - slim fit, off-the-peg, suits, occasionally.

Both suspenders and garters exist. The latter is an elastic 'ring' you wear at the top of the sock under a turn down, the other is a relation of those you use to keep your trousers up.

Both are complete unnecessary in this day and age and purely an affectation for those that use them.

People who say they are completely unnecessary these days must have smaller calves then me or something, because my socks-even good quality Pantherellas and Marcolianis- would fall down all the time. I hated the feeling. I wear sock suspenders/garters/whatever-you-want-to-call-them almost every day. I used to feel a bit sheepish about them, but I pretty much got over that, and it's awfully nice not to worry about my socks sliding down around my ankles.

I think the same advice probably applies to sock garters as I once heard about whether one should carry a cane. If you need one, use it.

I have worn Garters (mostly) every day for the past 3 years. i happen to love them, I have big calves and without them my socks don't stand a chance.

Indeed..
I have always been a keen cyclist and I think my calves developed due to this

I simply cannot abide my socks sliding down.. And i have tried more socks than i though existed.. something to do with owning a clothing business!!

However.. one failsafe option is too wear sock suspenders (garters) and I have worn them every day for.. well, a very long time.. It also means I have a makeshift catapult if ever required!
