Eat more and you'll build up appropriately if it's clean. An olympic weight set would be a much better use of the money and some dumbbells or a kettlebell or two. Rowers aren't versatile enough imo to be a first purchase.

Rowing is strictly cardio work, NOT resistance training unless you do it in some esoteric HIIT(high-intensity interval training) fashion. Even then, it's far from a full body workout, gets monotonous and your body will adapt / plateau really quickly.

Run around your city and take in the scenery/architecture as your cardio workout Pushups and situps in various formations are always good. -For Pushups, if they are too easy for you continue to do pushups, but hold each position for 5 seconds (up 5, down 5). Find a place to do pullups/chinups or buy a bar that you can install in your home. Weightless squats, lunges, heel raisers, etc are good exercises that don't require equipment.

I'd suggest going the basic bodyweight route as well until you can invest in a decent weight set and bench. You'll make enough gains with it to start out with, especially if you have a pullup bar. For the squats etc you could always incorporate a sandbag or other homemade weight into doing them. It's definately cheap enough to construct one yourself.
