Realistically, you could have a cobbler add a piece of suede but no matter how good the cobbler is, its probably gonna show and likely not look that good, you're also running the risk of having him do a shitty job and they end up looking like shit.
Alternatively you could maybe have the cobbler stitch together the existing panels a little higher up at the current spot were they sag and you get the peek-a-boo sock showing, you'll have to be a bit more careful putting your boots on/off but seems like a better and cheaper solution than to add a piece in place.
Lastly, you could just keep wearing them as is, the truth is that it doesn't look that bad, I mean its just a tinny peek, and it'll likely get better with wear as the suede stretches a bit, wear thin socks and try removing the insole for a bit more room and hopefully less pressure on the panels, better yet get some thin tan colored socks, go to the old man sock section of any big mall department store and take your pick.
