Alan, it may well be that you know this and were just making a shorthand reference to the possible reason for RL not shipping to California (i.e., prohibitory legislation). If so, my apologies for needless pendantry. But interstate commerce clause issues (sometimes referred to as "negative Commerce Clause" issues) arise when
States act in ways that interfere with interstate commerce. If a company were for some independent business reason to choose not to ship to or do business in a particular state, that would not by itself pose a Constitutional problem.
Then again, it's been a while since my 2L Con Law class, so take my off-the-cuff observations with the appropriate measure of salt.
