IIRC, when I was 19, the condition of my face was pretty much the same as the OP's. I had a lot of hair in the moustache-area and some fine hairs growing below my chin, but little hair elsewhere.

I also wasn't done growing yet. I think I grew about 2 inches taller between the ages of 18 and 20. It took about 4-5 more years for my facial "flaws" to fully manifest themselves.
