Hermes makes a lot of them for women but then they also make scarf ties for the men.

It's a distinctly '70s kind of look. Either that, or Austin Powers-esque.

I've looked at the Hermes ones when I've gone to Neiman Marcus, I'm not particularly fond of the designs. Have liked some offerings from Gucci/Oscar. I'd try to wear them in a relaxed, artist kind of way.
