Why/how does cutting (fusible) interlining on the bias reduce shrinkage?

Why/how does cutting the fusible interlining on the bias reduce shrinkage? Does fusible interlining cut on the bias reduce shrinkage in collars with a single layer of interlining, or are two layers cut on the bias and laid in opposite directions required for less shrinkage? Why not wash both the shirt fabric and fusible interlining before cutting? Another question - don't the vast majority of shirts have just one layer of interlining?
