The same as that of a pocket square. Or a tie for that matter. Or a necklace, pocket watch, bracelet, earrings, or rings. Decoration.

It's what you attach your watch to when you're not wearing a vest or trousers with a watch pocket.


There are also leather lapel straps for your watch.

I would definitely wear more formal shoes 9 times out of 10 with a suit like this, but I got this pair of Vass fairly recently and was eager to wear them! 

 

Also it was a pretty casual wedding, for the most part, so at no point did I feel underdressed.

Mr. Bercow is the first Speaker to sit in that chair in lounge suits.  Wonder if his wardrobe offers an object lesson in why that was a bad idea.  I'll say this for him, though--he makes PM's Question Time interesting.
