In economics, the object is often to maximize the "greatest benefit to all parties" or social welfare. Consider the following stylized example:
Suppose a retailer has 10 units to sell. The social welfare maximizing outcome is that the 10 units get allocated to the 10 consumers with the highest willingness to pay, regardless of the prices paid/transfers made. Social welfare is almost always defined to an unbiased average of individual welfare, i.e. the retailer and the consumer's welfare count equally. Therefore any payment p cancels out in social welfare. Since the buyer's willingness to pay and the retailer's reservation price are not stamped on their heads, discounts are an appropriate mechanism to make sure than the first 10 get allocated the units.
