I'd be surprised if the phrase wasn't older, or at least derivative of an older expression, than the midwest. Especially if one were to substitute in "sopping" or "dripping" for "soaking."

Nice to see you back, Tits, and yes, the expression of "weighing a small amount even soaking wet" was one in common use by my parents in New England during my formative years, so it's more pervasive than the Midwest (or Southwest, in your current case).

I'm actually not much of a gravy man (GASP), but the phrase "sop it up with a biscuit" has permanently linked the two words in my brain. I prefer butter and raspberry jam.

I would like to get advice regarding the correct lenght for a suit jacket when comparing to the pic below with a SC which I find has the correct lenght (has it?).

would you extend the lenght in a more formal jacket? how much?
