Different outlets (and different Saks in general) have different stuff. I don't think the SF Saks carries Isaia, so the Off probably got old stock from the Vegas store or elsewhere.

Yeah - and I have seen Isaia at Neiman Marcus in Boston but not sure I've seen it in Saks.

^Saks never carried Isaia. NM was the only place where I saw them, along with TF.

Odd trousers + shirt and tie w/o jacket is not a look that is SF approved.

Hopsack navy odd jacket with hopsack odd trousers (gray or tan)? Yay/Nay? Is that too much of the same texture?

I think it can be fine but it wouldn't be my first option. I prefer to mix it up more than that.

You could do worse, but if grey why not flannel / fresco and if tan why not linen / midweight cotton / moleskin. Hopsack doesn't do much for me as a trouser.
