It's some idiotic white guilt complex thing coming out of a small sector of academia. I have no idea how widespread it actually is, but the Tumblr demographic is all over it. Another tool to demonize the mainstream, I suppose.
I think cultural appropriation is only a legitimate "problem" when it involves a lack of reverence for the source culture (and even then, it is something to feel bad about...but not something to ban).
Nobody cares if white people start twerking, but it is kind of a dick move to turn someone else's religious iconography into a craze for 14 year old girls who have no idea what it means (like if it suddenly became cool for them to wear the hindu dot on their forehead). Same with how, while military-inspired clothing is often cool, it is kind of fucked up to put on a marine corps dress uniform if you never served.
