Should a tie worn with a conservative suit be glossy or matte?

Depends.

Daytime: matte. Nighttime: either.

It depends on tie color, too. For example, shiny rose red usually is too much.

^ True. Shades of blue, grey and black are probably the most tasteful options for a glossy tie. Perhaps burgundy.

So you can never go wrong with a matte tie? That would be the conservative way to go?

It's possible for an outfit to be too boring. For example, a dull navy tie with a charcoal suit and white dress shirt. Shiny blue with that suit-shirt combination would be better. Still, it probably is fair to say that a tie never needs to be glossy.
