Cannot get trousers to fight right

I was a martial artist most of my life, and my training (plus genetics) left me with normal size legs from the knee down, but with pretty big quads and glutes.  The rest of me is pretty svelte (5'6, 144lbs, around 10% body fat).  Unfortunately, it's become near mission impossible to get trousers that fit properly.  If I get regular fit, or tailored fit, or anything other than a true slim fit, the trousers look a little baggy, even after alterations.  But if I get something that's high rise and slim fitting, it tends to wedge and the pockets flare out, even after extensive tailoring to let the waist and seat out.  If I go up a size I start to look baggy again.  

What do you suggest I try next?  Should I consider forward (single) pleated trousers?
