I think it can be said for most watch functions, I doubt most people actually use the chrono function on their watch, but that hasn't stopped anyone.

I don't own one, but I think they add some color and beauty to many watches.  To be honest, I'm not sure I ever met anyone that owned one that even had the moon phase properly set.

My father has owned 2 watches with moonphase displays and he never set them.

Well you might say I set it, but I never set it accurately. I did figure out the process to do it accurately at one point, however since I usually only wear a watch once at any given period I always figured it look nicer to set it where you could see the moon.

I have seen cheap watches with the moon phase feature, can they be set to work correctly?

I am assuming the moon phase is a complicated feature.
