3) Civilians cannot detain other civilians willy nilly. I believe most laws around citizens arrest require reasonable suspicion/proof that a crime has been committed. I do not think a reasonable person would consider taking photos in public a crime no matter how much they did not want said photos to be taken.

Exactly. Ataturk's scenario here is basically "Well, if something totally different had happened, she'd be in the right!" This is the idfnl school of argumentation. Imagine he'd raped her and murdered her puppy! She'd be a hero!
Also from the brief reading I did, citizen's arrest doesn't apply to minor offenses. Would welcome the lawyers to chime in on that. Either way, you'd better be damn sure a crime has been committed or you're risking false imprisonment/assault charges.
